1974.07.18_PB_Minutes_RegularMINUTES: REGULAR MEETING OF THE PLANNING COMMISSION - JULY 18, 1974 • The meeting was called to order at 7:35 P.M. by Chairman Kemeny. Present were: Chairman Kemery, Dr. Guelzow, Messrs. Wilcox, Boscove and Johnson, with Messrs. Genovese and Schober,(Alternates) and Mayor Gilday,in audience. Secretary Wilcox called the roll, Messrs. Kemery, Boscove, Johnson and Dr.Guelzow answering present. A reading of the minutes of July 2, 1974 and July 3, 1974, was requested by Chairman Kemery. Secretary Wilcox advised minutes had been read, in- dividually, by members of the Planning Commission who had indicated their approval of the minutes as submitted. Mr. Johnson made a motion to accept the minutes, seconded by Mr. Boscove. Mayor Gilday, in audience, then suggested the minutes be read for the record. Following reading by Mr. Wilcox, Chairman Kemery advised a motion was still in order and asked for additions or corrections. Motion to accept the minutes as read was again made by Mr. Johnson, seconded by Mr. Boscove with Messrs. Johnson, Kemery, Wilcox, Boscove and Dr. Guelzow voting aye. Motion was carried unanimously. Secretary Wilson read the minutes of the Organizational Meeting of the Planning Board held on July 3, 1974. Mayor Gilday suggested the reading • of Resolution No. 254. Mr. Johnson questioned the Resolution No. 274 as read by Secretary Wilcox, who advised the correct reading was No. 254. Mr. Boscove questioned changes in minutes. Mr. Johnson explained these were minor changes. Chairman Kemery asked for any additions or corrections. Dr. Guelzow made the motion to accept the minutes as read, seconded by Mr. Boscove. Messrs. Kemery, Wilcox, Johnson and Boscove and Dr. Guelzow, voted Aye. Motion was carried unanimously. Chairman Kemery suggested a motion be made to attach Resolution No. 254, to the minutes of July 3, 1974. Mr. Johnson made the motion, seconded by Mr. Boscove. Messrs. Wilcox, Johnson, Kemery, Boscove and Dr. Guelzow, voted Aye. The motion was carried unanimously. Chairman Kemery requested reports from Planning Commission Committees. Mr. Boscove advised of changes he had made in the Comprehensive Plan for High- land Beach. The Comprehensive Plan will be read in its entirety and dis- cussed in detail at 3:30 P.M., Monday, July 22, 1974 at the Public Hearing. Chairman Kemery informed the Commission of an inventory made of zoning in- formation. This material is now on file at the offices of the Town of Highland Beach, Town Hall, and available to members of the Planning Commis- sion. The first R. M. Mr. Wilcox moved for a vote of thanks from the Planning Commission to Mr. Boscove, Mr. Kemery second- ing. Messrs. Wilcox, Kemery, Johnson and Dr. Guelzow, voted aye. Motion was passed unanimously. Secretary Wilcox informed the Commission that all minutes are now on file. The minute book was then passed for signatures on approved minutes. Mr. Johnson made the motion that Secretary Wilcox be given a vote bf thanks for his excellent work on behalf of the Commission. Mr. Kemery seconded, with Messrs. Johnson, Boscove, and Dr. Guelzow voting Aye. Motion was unanimously passed. In the matter of unfinished business, Chairman Kemery advised - The Oliver -Hoffman Plans for Town Lot 56 previously approved, have not been signed. He called on Mr. O'Grady of the Building Dept. for a copy of these plans, now held by the Building Department. Mr. O'Grady agreed to produce the plans following recess of this meeting, with Chairman Kemery in compliance. • The Planning Board had been requested to set a date for the Boca High presentation of a petition for change in plans. All information to be considered by the Planning Commission must be submitted seven (7) days prior to the date of Meeting. A motion was made by Secretary Wilcox, seconded by Mr. Boscove, for a Special Meeting to be held at the Town Hall, Highland Beach, on August 2, 1974 at 3:00 P.M. Messrs. Kemery, Wilcox, Johnson, Boscove, and Dr. Guelzow, voted Aye. Motion was passed unanimously. Under new business, a Planning Commission Meeting will be held on July 22, 1974 at 3:30 P.M. The proposed Comprehensive Plan will be discussed.(1) At a request from Chairman Kemery for audience comments or questions, Mrs. Hauck inquired as to Russell Drive zoning. A prolonged discussion followed. Mr. Johnson suggested Mrs. Hauck present her questions to the Town. Chairman Kemery agreed and asked for a motion to recess this Meeting until •(1)This meeting, a Public Hearing, with "Due Public Notice", (Attachment "A"), advertised July 5 and July 15, 1974, amended to include "all mem- bers were given a -copy of the original Comprehensive Plan with correc- tions,for study prior to Public Hearing on July 22, 1974. This meeting to follow the Public Hearing on the Comprehensive Plan, scheduled for July 22, 1974 at 3:30 P.M. The motion was made by Secretary Wilcox, seconded by Mr. Johnson. Messrs.
