CORPORATION -- April 4, 1974
A Public Hearing was called to order at 2:00 p.m. by Chairman Kemery to
consider a petition for RPUD on Town Lot 56, submitted by Oliver -Hoffmann
Corporation.
Present were: Chairman Kemery, Mr. Johnson, Dr.
Guelzow, Mr. Boscove,
Also in attendance were: Mr. V. Foster, Zoning Official, Mr. Beasley, (Land
Planner), and several representatives of the above corporation.
Minutes of February 7, 1974 Workshop Meeting of the Planning Board were read.
This was a preliminary meeting regarding the above project.
Mr. Robert West, architect, presented drawings, written project data, a
landscape plan and explained the entire project of 224 apartment units in
detail. He also explained the radius for emergency vehicles to get into
the site and have access to every structure. They have checked with the
Fire Department about the emergency turning radius, the largest vehicle
(larger than what Highland Beach has) which is 66 feet, and they will
provide for this. The Fire Department does not want a turn around for
convenience, but for emergency turning radius to get in there quickly in
• case of difficulty, and to be able to back out.
The following are comments from the Board members:
Dr. Guelzow - looks cluttered
Mr. Boscove - suggested open garden areas; residents cannot take advantage
of open spaces.
Mr. Kemery - central garden type arrangement desirable.
Prolonged discussion followed.
Mr. Isenhour explained the landscape plan.
Mr. Douglas Martin answered questions regarding the project on a whole.
Mr. Beasley gave his opinion and comments on green area, parking and buffer
planting strips. -
Mr. Boscove suggested to move the south building north 10 feet. Mr. West
agreed to this concept.

Chairman Kemery called to the petitioners attention the requirement of Southern
Standard Building Code, which requires that the property shall have a survey
with the engineers signature and seal.
Mr. Boscove agreed to approve this petition if they would move the south
building 10 feet to the north and the north building appropriately, and to
put accurate dimensions on an approved site plan.
Mr. Kemery agreed; Mr. Johnson voted,no because it is to congested, too many
units, south setback too close; Dr. Guelzow voted,no because all he sees is
parking area and open deck, suggested to try to use open area to better
advantage, covered area not in proportion to size of building, trying to get
in too many apartments. The vote being two (2) for and two (2) against.
Chairman Kemery moved to recess the Public Hearing to April 25, 1974 at
8:00 p.m., Mr. Johnson seconded, and all members agreed.
The Public hearing recessed at 4:10 p.m.
