1974.01.24_PB_Minutes_WorkshopMINUTES: PLANNING BOARD WORKSHOP MEETING - THURSDAY, JANUARY 24, 1974 • The Workshop Meeting of the Planning Board was called to order at 7:45 P.M. on January 24, 1974 by Mr. Kemery, A —a Chairman. Roll Call was taken and those present were: Mr. Kemery, Mr. Boscove, Mr. Nick Johnson, Mr. Gay Wilcox and Dr. Guelzow. A motion was made by Dr. Guelzow to dispense with the reading of the minutues from the previous meeting and seconded by Mr. Boscove. All members of the Board voted Aye. As per a discussion at the last meeting, all agreed that density was most urgent, so the meeting was opened with further discussion regarding density. Dr. Guelzow said that an agenda should be established to control density by: 1. Limiting building height 2. Increase set backs - front, side and back 3. Eliminate the bonus plan and eliminate any bonus for parking within a building, and 4. Change RM-40 to RM-30. Mr. Nick Johnson stated that he would like to make a proposal to • limit density to 15 units per acre. A further proposal, he said, would be to limit heights on the east side of AlA to 50' and on the west side of AlA to 751. Mr. Kemery answered Mr. Johnson about height and said that the average height is about 4 stories. Mr. Boscove suggested that we should start at the north end of town and work south and consider all zoning areas. For example, Byrd Beach (Single family) is next to RM-40 zoning. He also suggested at all of Bel Lido be zoned RS-2. At 9:00 P.M. Mr. Gilday came into the meeting and spoke about a decision that had been handed down by a Circuit Court Judge in Miami regarding maintaining quality of life in a community; and a California district (Pataluma) establishing 500 units a year on construction. The Federal District Court held this to be unconstitutional. Mr. Wilcox made a motion that the meeting be adjourned and Dr. Guelzow seconded.
