MINUTES: PUBLIC HEARING - PLANNING & ZONING BOARD WITH MR.

This meeting was called to order by Chairman Walton at 3:00 P.M.
on Wednesday, November 7, 1973. It was orignally called a
Workshop Meeting but this was later corrected to "Public
Hearing" as it had been advertised on October 20 and November 1,
1973, in the Boca Raton News.
In attendance were Chairman Walton, Messrs. Kemery, Nick Johnson,
Fran Johnson and Wilcox, who is an alternate.
Also in attendance were Messrs. Hoffmann, Doug Martin and Foster.
The minutes of the last meeting (October 17, 1973) were read
and Mr. Fran Johnson made a motion that the minutes be accepted
as read. Mr. Kemery seconded the motion and the following voted:
Aye: Messrs. Walton, Kemery, Wilcox, Nick Johnson and Fran
Johnson.
The findings of the Community Appearance Board at their meeting
of October 25, 1973 were read by Mr. Fran Johnson as follows:
The Board desires that cover trees be planted on the
Hoffmann porperty.-should the mangroves die from the
lack of water and the clearing of the right -away. Mr:
Johnson inquired about the previous properties done
by the architect with respect to the large parking
decks. At 136' they appear most unattractive as
viewed from the apartment windows. This concern was
repeated by others on the Board and ideas were sought
from Mr. West regarding solutions and plantings.
Since coconut palms are being hit by the blight in
Palm Beach County, their use is ill-advised and Malayan
palms were recommended instead. Oleander was also
questioned because of its toxic problems especially
around the areas of the tennis courts. The arrangement
of the eight townhouses seems blocky and offers bad
views for some. They are too close together in some
places and need further study. Their parking lots at the
main entrance are similarily badly placed. Mr. West
affirmed that the area needed further study.
• Motion was made by Mr. Walsh, seconded by Mr. Rex that the
general site plan as proposed be approved with the general
understanding that further study be made to re -locating
the 8-unit townhouses, the landscaping and planting of
second deck parking areas, the density of landscaping along
AIA and the relocating to the north of the Main driveway
entrance.

After prolonged discussion regarding the changes that the
Community Appearance Board wanted Mr. Hoffmann to make, and
which Mr. Hoffmann has agreed to do, Mr. Wilcox made a motion
to pass the Hoffmann project providing we receive a letter
from Mr. Hoffmann or his association detailing what they are
going to do regarding this. When we receive this letter, the
approval will be given.
Before this motion was seconded, Mr. Walton called on Mrs. Betty
Jean Stewart and after further discussion, Mr. Nick Johnson
seconded the motion made by Mr. Wilcox. The following voted
Aye: Messrs. Walton, Kemery, Wilcox, Nick Johnson and Fran
Johnson.
The meeting was adjourned at 3:45 P.M.

MINUTES: GENERAL DISCUSSION MEETING FOLLOWING THE HOFFMANN
MEETING - WEDNESDAY - NOVEMBER 7, 1973
General discussion of the Planning & Zoning Board took place
immediately after the Hoffmann meeting on Wednesday, November
7, 1973. Several requests have been received from owners
regarding the shortening of the side set backs on Russell
Drive. Lots north of Penthouse Highlands were also mentioned
but these matters will have to be discussed at a future time.
Mr. Leary will be in Highland Beach on November 21, 1973
and until then no meetings will be -held regarding the above.
Discussion was held regarding Boca Hi and again - nothing
will be done on this until after Mr. Leary comes to Highland
Beach. After his visit, the Planning & Zoning Board will
advertise for a Public Hearing on Boca Hi - at which Public
Hearing a final disposition will be given on this matter.
• A resident from Boca Hi had discussion with members of the Board.
A motion was made by Mr. Fran Johnson that the meeting be adjourned
and Mr. Nick Johnson seconded. Those who voted Aye were Messrs.
Walton, Kemery, Wilcox, Nick Johnson and Fran Johnson. Meeting
was adjourned at 4:10 P.M.
